Summary
With this PR the lccdf of Yule Simon distribution is added.
See issue #3235
Expressions involved:
$$ \begin{align} & P(Y \leq y) = F(y,\alpha) = 1-C(y,\alpha) = 1-\frac{\Gamma (\alpha+1) \Gamma(y +1) }{\Gamma (\alpha+y+1)}, \quad y=1,2,... \quad \alpha>0 \end{align} $$
$C(y,\alpha)$ is the ccdf.
Derivatives w.r.t the parameter
$$ \begin{align} \frac{\partial \log C(y,\alpha)}{\partial \alpha} &= \psi(\alpha+1) - \psi(\alpha+y+1) \end{align} $$

Test is written follow the guide.

yule_simon_lccdf is available if merged. Allows modeling power-law count data.
