Provides Dockerfiles for development images, usable with IntelliJ Run Targets.
The Windows image is WIP, since I can't test it (https://youtrack.jetbrains.com/issue/IDEA-280529). I'm pretty sure I need to install a bunch of stuff in MSYS2, but that should be most of what's left.
