This PR sets PNPM_CONFIG_RUNTIME=false in the generated shell environments while Vite+ managed mode is active, preventing pnpm from downloading and managing another Node.js runtime.
vp env on and vp env off now refresh the generated environment files, and supported shell wrappers update the current session immediately. vp env doctor also reports whether the variable matches the selected mode.
