JNI build doesn't seem to work (and I don't think it's related to this PR as all PRs seems to fail on JNI).

I'm gonna investigate.

@jbonofre the failed JNI build has been around for quite a while but nobody has had time to investigate. It seems related to an upstream change in the CMake/build config IIRC.

Static building for JNI build on macOS is failing in apache/arrow-java. We should avoid this in apache/arrow.
