In grpc#12969, updating the 1.81.x- row in place inadvertently overwrote the Netty and tcnative version mappings for past releases. Add individual entries for 1.81.x, 1.82.x, and 1.83.x to accurately reflect the versions they shipped with, and update the open-ended entry to 1.84.x-.

In #12969, updating the 1.81.x- row in place inadvertently overwrote the entries for past releases. Because a few updates #12805 and #12856 were missed in SECURITY.md, releases 1.82.x and 1.83.x were omitted.
This PR restores the accurate Netty and netty-tcnative version mappings for each release:
