Pull request overview

Adds first-class support for the coursier hook language in prek, enabling hooks to install and run Coursier-provided apps via a system cs/coursier executable. This extends the language backends under crates/prek/src/languages/ and wires the new backend into CI, docs, and the integration test suite.
