Was looking to get familiar with mastodon to potentially do some contributions and found this issue #1869.
It looks like it never raised and returned a 404, but instead always defaulted to an empty array []. So this just removes that documentation and adds a tiny note that it returns [] if there's not matching tag.
Fixes #1869
