The inbox extension's Android manager still passed a two-argument
decoder to TypedComponentManager, which now takes a validated flag, so
the inbox e2e build failed to compile. Update it and the matching guide
example.

The browser test runner also gave Chrome's DevTools endpoint a single
five-second attempt after the port file appeared, which flaked on slow
runners. Retry until a page target is listed or a deadline passes.
