Update to phpcs v4

Simplify custom phpcs standards discovery.

dealerdirect/phpcodesniffer-composer-installer is already an indirect
dependency through slevomat/coding-standards. This package avoids
having to manually specify the paths to custom phpcs standards.

Many ecosystems have moved from dealerdirect/phpcodesniffer-composer-installer to phpcsstandards/composer-installer for PHPCS 3/4. Recommend allowing (and optionally switching to) the new plugin to reduce friction with PHPCS 4.

Not sure what the impications are.

Many ecosystems have moved from dealerdirect/phpcodesniffer-composer-installer to phpcsstandards/composer-installer for PHPCS 3/4. Recommend allowing (and optionally switching to) the new plugin to reduce friction with PHPCS 4.

dealerdirect/phpcodesniffer-composer-installer is already an indirect dependency through slevomat/coding-standard. So unless they switch it, using an alternative would unnecessarily cause both to be installed.
