Partially reverts #744
This PR temporarily disables the Action's usage of indirect build tracing and multi-language tracing due to some issues that have been encountered that need to be resolved in a new CLI release before this is stable. In terms of impact there are at least the following issues:
I've left the code in place so we can easily re-enable this once we've released a working CLI that has addressed the issues documented in the comment.
