New APIs: Web Serial (navigator.serial, including worker support), Document Picture-in-Picture (documentPictureInPicture), CloseWatcher, and Origin.
HTML sanitization: Adds Element.setHTML(), sanitizer options for setHTMLUnsafe() and Document.parseHTMLUnsafe(), and processing-instruction configuration.
WebGPU: Adds "webgpu" canvas context overloads, global usage/flag constants, additional device limits, pipeline-layout immediateSize, and the "snorm10-10-10-2" vertex format.
WebTransport: Adds connection/stream statistics, dedicated receive/send stream interfaces, and reliability/protocol properties.
CSS and animation: Adds CSSFontFaceDescriptors, highlight hit-testing, container-condition information, CSSStyleValue support in keyframes, and animation references on animation/transition events.
Other additions: Brotli compression, HTMLMediaElement.captureStream(), VisualViewport scroll-end events, fullscreen keyboard-lock options, and resource-timing content/delivery types.
Potential compatibility changes: WritableStreamDefaultWriter.write() and TransformStreamDefaultController.enqueue() now require a chunk argument; several SVG geometry APIs use SVGPoint, SVGRect, and SVGMatrix instead of their DOM* counterparts; SVGFilterElement no longer inherits SVGURIReference; and HTMLImageElement.crossOrigin is narrowed to "anonymous" | "use-credentials" | null.

The perf regressions seem to entirely be due to the checker affinity heuristic, where lib.d.dom's size increase pushes something over the edge. A shame, but requires some future tweaks.

The other errors are of couse just "DOM has more decls" and so will require some typesVersions etc.
