Add a note to the linux/debian instructions for building all optional packages. libmpdec-dev is removed from recent Debian and can safely be dropped from list of packages to install.

Indeed. Debian has been unresponsive on the topic, as well. I don't think we should remove the suggestion here, as hopefully they'll be adding it back Soon™. Having actually read the patch now, I think it's probably fine. |

Tweak wording to include specific Debian and Ubuntu versions.

I've incorporated mentioning Ubuntu and providing specific versions. I do not have nearly enough stake in the matter to weigh in on the Debian exclusion of the package (due to documentation issues...) nor Python's plan to unbundle the support it now has... |
