Carries #30 over, the one commit true-async holds above true-async-stable. Header comment only: it states that ZEND_ASYNC_IO_PRESERVE_FD reaches only a descriptor the reactor closes on its own account, so a socket a stream handle adopts is outside it — the assumption that cost true-async/server#293 a double close.
